Hei Ling Chau, off Lantau, may be used as the site for a superjail to house about 7,000 prisoners.

The building of such a facility for so many inmates would be a grave mistake. It would prove very difficult to manage this prison, especially if there was a riot.

Prisoners would not be known individually to staff, and it would be easier for triads to be formed.

It would also be much easier for prison staff to smuggle drugs into the facility.

When I worked in the prison service, I discovered that smuggling of drugs into a jail by staff was much easier in the larger institutions. Our procedure was for one or two staff members to be selected at random for searching when they reported for work.

With a few hundred arriving for a shift the chance of being selected was more remote.
