Catholic Bishop Joseph Zen Ze-kiun has launched a further attack on the government, accusing authorities of an 'irresponsible' lack of consultation in introducing the new ministerial system.
'Such an important change should be introduced with consultation with the people. It seems even high-ranking people are not able to explain what it's about. It's really confusing,' he said.
Bishop Zen, the coadjutor bishop for the Hong Kong Diocese, feared the system would cause a decline in the power of legislators and the public to hold the government accountable.
However, he reserved his harshest words for what he said was a lack of consultation before the implementation of the system. 'They are ready to do anything without consulting people . . . They have no respect for the public,' he said.
'What is it all about? What are the consequences? They have not told us.'
His comments were made in response to queries from the Sunday Morning Post after he described the lack of consultation as 'irresponsible' in an interview published in this week's Catholic Sunday Examiner.
