Children aged under 16 will have to be accompanied by adults to enter cyber-cafes late at night under proposals made by the Hong Kong Government to regulate the industry.
Officials on Wednesday briefed Legco's home affairs panel on the new measures, which were opened to public consultation this week.
Cyber-cafes in the SAR are subject to no regulations, and concerns about their operations have been raised after a fire at a Beijing premises last month killed 25 people.
A recent survey by a local welfare group also found that some cafes had been used to entice teenage girls into prostitution.
Under the plan, an estimated 290 cyber-cafes in the SAR would have to notify authorities about their businesses. The cafes would then have to comply with government fire safety and building requirements, and be subject to inspections.
Children aged under 16 would have to be escorted by an adult to enter cafes after 10pm.
