I wrote to these columns on July 9 to complain about cars and buses associated with the German Swiss International School which were parking on the pavements in Mansfield and Guildford roads, apparently with police approval.

I said that the safety of pedestrians who were unable to use the pavement was being jeopardised and when pedestrians were able to walk on the pavements they risked injury due to the damage done by the vehicles.

The police reply (South China Morning Post, August 2) shared my concerns, but failed to recognise that during the summer holidays the school had summer programmes and so the pavement-use problem persisted. If the police suggestion of erection of railings is the only way to keep the pavement safe for pedestrians, then erect them. The reply from the school (Post, September 9) referred to minimising the problem in school hours and invited me for a discussion. To what end?

We have not heard from the government department which spent a lot of money removing the concrete pavement and replacing it with bricks, which are now severely damaged.

This saga follows the same line as all Hong Kong government issues - the rule of law is a figment of the imagination.
