I would like to respond to the letter from Paul Flynn headlined 'No longer idyllic' (South China Morning Post, October 24), which queried whether the reclamation at Penny's Bay had gone beyond its approved scope.
The Civil Engineering Department is responsible for the reclamation works at Penny's Bay. The reclamation is being carried out strictly within the boundary authorised under section 8(1)(c) of the Foreshore and Seabed (Reclamations) Ordinance (Chapter 127) by the Chief Executive in Council on March 28, 2000. The boundary of reclamation was announced via Gazette Notice 2231 on April 14, 2000.
The reclamation works on the southern portion have been completed and the clear distance to Peng Chau is over 1.5km.
