Former chief secretary Anson Chan Fang On-sang, the first Chinese head of the civil service, has been named an honorary dame.

Mrs Chan, 62, labelled 'the conscience of Hong Kong' by foreign media, was named by the Queen an honorary Dame Grand Cross of the Most Distinguished Order of St Michael and St George.
The formal announcement was made in London last night, but Mrs Chan disclosed the news earlier at a function at the University of Hong Kong. 'I am very happy, overjoyed actually,' she said.
The British Consulate said the honour recognised Mrs Chan's service as chief secretary between 1993 and 1997, but not after the handover.
Mrs Chan can use the initials GCMG, but not the title dame.
