Japanese schoolchildren must be taught to be more patriotic and more respectful of tradition, according to a report whose emphasis on militaristic values is likely to raise concern among regional neighbours.

The bombastic attitude of the report, which was written by an Education Ministry advisory panel, would seem to suggest that the lessons of history have not been learned by those who direct education policy.

The panel has been tasked with overhauling Japan's education law, which has remained unchanged since 1947.

In a throwback to a more militaristic period, the report - a final version of which will be presented to the government early next year - states that any education system should emphasise social norms and family responsibilities.

The report was submitted to Education Minister Atsuko Toyama on Friday. It stresses the importance of fostering patriotism and respect for Japanese tradition and culture.

While no one doubts that the education system, with its crowded classrooms, rampant bullying and rote learning, is in need of serious reform, the call for a more patriotic approach is a sobering reminder of Japan's militaristic past.
