Secretary for Security Regina Ip Lau Suk-yee's reference to Adolf Hitler was a great deal more apt that she perhaps realises. Hitler rose to power by passing a series of oppressive laws that shared the distinguishing characteristic of circumventing the institutions, checks and balances of what was then an open society. This is exactly what Article 23 seeks to do. The government will railroad this obnoxious piece of legislation into law no matter what. We should at least make liars of them when they claim that the law was passed without our objection.
