I REFER to the article ''Police views sought on expat policy'' (South China Morning Post, August 4).
I'm very concerned by Ching Kam-cheong's feelings that the localisation policy the civil service has been implementing is now being reversed. I was also appalled by his blatant racism towards expatriates employed by the civil service.
I am an expatriate civil servant and have received only fair and constructive reports on my work standards. I have progressed steadily as a result of this, and would like to think this is due to the recognition of some ability on my part.
I find it sad to read of the belly-aching that local Chinese resort to in order to cover up their shortcomings. Any promotion should be on merit and ability.
Failure to comply with this ethic results in a lowering of standards which results in the whole department suffering.
I have noticed a marked decrease in ability, efficiency and standards among my peers and seniors at their current level because they have been promoted beyond their capacity. This is unacceptable in both the private and public sectors and should not be tolerated.
