40pc OF SCHOOLS FAIL FLAG TEST

About 40 per cent of the 1,100 public-sector primary and secondary schools did not hoist the national flag on October 1, National Day, Secretary for Education and Manpower Arthur Li Kwok-cheung said. Professor Li said some schools failed to hoist the flag because of administrative difficulties. More than 100 schools do not have flag poles on their campuses.
