Critics who bemoaned the lack of detail in the policy address were disappointed again yesterday by the three ministers' attempts to flesh out their leader's blueprint.
Li Pang-kwong, an associate professor of politics at Lingnan University, welcomed the division of labour between the chief executive and his cabinet members.
However he added: 'Tung should have elaborated more in his policy address on important issues, and since he did not, his ministers should have.'
City University's Ivan Choy Chi-keung said: 'Something is seriously wrong since both Tung and his ministers have not given us the details. What have they come up with after six months?'
Most lawmakers who had criticised the address for being vague were stuck in a Legco house committee meeting yesterday, thus missing the briefing.
Democrats chairman Yeung Sum was furious when told about the briefing. 'It is outrageous that they meet the media before briefing the legislature,' he said.
