Asked to comment on the issue by reporters on the sidelines of the 10th Guangdong People's Congress, Mr Lu said Guangdong, Hong Kong and Macau had agreed to strengthen co-operation.
'We [Guangdong, Hong Kong and Macau] have reached a very solid consensus that we are certain we can develop the overall Pearl River Delta Region into one of the world's most important economic regions,' he said.
Mr Lu largely ignored the issue in his opening address to the congress on Monday.
