Civil service unions said yesterday it was unacceptable for the government to push through legislation to cut their pay by the end of this year.
They insisted a consensus would be needed with the unions before any decision could be made.
The warning came after a government source said a pay cut could be implemented as early as the end of the year if a bill was passed by Legco.
Leung Chau-ting, chairman of the Federation of Civil Service Unions, said: 'We would not accept any legislation that implements a pay cut mechanism without a prior consensus to be reached between the government and the unions.'
Mr Leung warned there would be protests if civil service pay was cut without following any mechanism.
The chairman of the Senior Non-expatriate Officers' Association, Pang Tat-choi, said the government should allow more time for the pay level review to be completed.
