A proposal to cut Comprehensive Social Security Assistance by 11.1 per cent was not designed to target the poor, said Secretary for Health, Welfare and Food Yeoh Eng-kiong. He said the allowance only served to provide a safety net to the public. Executive Councillor Cheng Yiu-tong also said before an Exco meeting that everyone in society had to share the burden of the economic downturn.
