AH Yee (not her real name) is a regular visitor at an ice-skating rink. She spends an average of five nights a week there.

She seldom skates, but gathers with her friends around the rink, smoking, chatting and sometimes taking drugs.

''I started coming here when I was in Primary 6. I had no place to go. Meeting here with my friends is the only way to kill time,'' said the 14-year-old girl, who is now a Form 1 repeater.

''Since then I started taking No 4 heroin. I'm not really a hard drug addict, but I like to take it with my friends, just for fun.'' Ah Yee said the heroin, packed in a little finger-long tube, costs over $90 and could be bought from nearby buildings without difficulty.

The rink, inside a multi-storey shopping mall, is so big that the gangs ''have plenty of places to hide, play and take drugs''.
