A Hong Kong deputy to the NPC has criticised some mainland government departments for failing to abide by regulations. Speaking at a weekend discussion of the Hong Kong delegation, Lee Lin-seng raised the example of a $1 million donation made six years ago by a charity of which he was chairman to help the poor in Luodian, Guizhou province. 'We signed an agreement with Guizhou Provincial Civil Affairs Bureau stating that the money could only be used for that purpose,' he said. But Mr Lee said the department transferred the donation to its general poverty fund without telling the charity. 'We were very unhappy about that, and the department only returned the money after we pressed [the issue] for four years.' Mr Lee said many local government agencies were not trusted by overseas charities and that many officials did not work in accordance with agreements and regulations. 'It has undermined the confidence of foreign investors,' he said. 'The lack of trust has become a nationwide problem, along with a growing bureaucracy and local protectionism.'
