HK sewage system world-class, say experts

Hong Kong's buildings have world-class sewage systems, but better maintenance regulations are required, engineering experts told lawmakers yesterday amid concerns that Sars can be transmitted through defective pipes.

Lau Ching-kwong, president of the Hong Kong Institute of Engineers, said it was poor maintenance and improper modification, not design, which caused many problems with Hong Kong's sewage systems. He described the designs as 'world-class'.

The special meeting at the Legislative Council was called to discuss concerns about sewerage safety in light of the outbreak of Sars at the Amoy Gardens housing estate in Kowloon Bay. The building's sewage system was to blame for the outbreak which has killed 35 residents, according to an investigation by the Department of Health.

'The workmen's craft is very important. We've noticed leaks after maintenance and repairing. Through a registration system we can improve skills,' Dr Lau said.

The president of the Hong Kong Institute of Architects, John Wong Po-lung, added it would be equally important to check regularly the conditions of sewage pipes.

'Problems come after people move into a flat and modify the pipes. There are no checks on them,' he said. 'It would help to have professionals to check the sewage system to make sure it is up to proper standards.'
