A serial robber who preyed on prostitutes and dragged his last victim into the street naked during a tense stand-off with the police in Sheung Shui has been jailed for seven years and 10 months. Mr Justice Pang Kin-kee told Suen Pang-hoi yesterday he had committed serious crimes that warranted an immediate custodial sentence. Suen, 39, terrorised sex workers in one-woman brothels in Yuen Long, Tai Po and Sheung Shui. He robbed six prostitutes during one week last October. The Court of First Instance heard that in Sheung Shui on October 7, Suen robbed a 29-year-old prostitute of $550 and indecently assaulted her. Another prostitute witnessed the attack via closed-circuit television and made a report to police. After the officers arrived, Suen dragged the woman down to the street and held a knife to her neck, but was overpowered by the police. Pictures of the dramatic standoff were splashed across the front pages of most Chinese-language papers and led to widespread complaints from readers. The jobless man had earlier pleaded guilty to six charges of robbery, two of indecent assault and one of resisting arrest. Government lawyer Paul Ho said Suen approached the victims in their one-woman brothels posing as a customer. He threatened the women with a knife, tied them up and then gagged and blindfolded them before ransacking their premises. He stole about $4,000 in total from the women, in cash, a gold necklace and mobile phones.
