RISK assessments should be disclosed by the Government before any hazardous installations are built in Tseung Kwan O, newly-elected Regional Councillor Lam Wing-yin said yesterday.
Mr Lam, a United Democrat, said he hoped the Government would release three such assessments mentioned in a feasibility study.
It had not given an explanation for refusing to release them, he said.
According to the feasibility study, fuel and chemical installations would be built eight kilometres from residential areas in southern Tseung Kwan O, which will be under reclamation until 1995.
Mr Lam said the distance between the installations and residential areas was far enough to protect people from blasts. But it would be hard for pollutants to disperse if accidents occurred because Tseung Kwan O was an enclosed basin in which air was confined.
A road linking the installations and Kwun Tong would be built through residential areas and Mr Lam was worried traffic accidents involving trucks loaded with dangerous goods could lead to disasters.
