Delta bridge must have a green agenda

I refer to the article headlined 'Central government agency to back bridge' (South China Morning Post, June 7).

The World Wide Fund for Nature is gravely concerned about the proposed bridge to link Hong Kong, Macau and Zhuhai, because it may have a significant ecological impact.

Dredging, marine piling and the run-off of contaminants during construction may adversely affect water quality. Also, the foundations and piers could affect the water flow pattern in unpredictable ways, with possible consequences for the Pearl River Estuary, an important site for the Chinese white dolphins.

Another concern is the lack of joint impact assessments for recent projects (e.g. the Shenzhen Western Corridor and the new boundary bridge between Lok Ma Chau and Huanggang) which has implications on both sides of the border. Under 'one country, two systems,' project assessments were conducted independently based on different criteria and the total impacts could not be properly addressed. Further, there is no formal channel for the local or Chinese public to access environmental assessment information about cross-border projects coming from the mainland side.

We urge the Hong Kong and central governments to conduct a joint comprehensive sustainability assessment of the delta bridge project and critically review the need for it based on a total reassessment of Hong Kong's role in the Pearl River Delta.

We also urge the government not to fast-track the project before a proper sustainability impact assessment has been completed, based on options with the least environmental impact.
