TO BE SMART citizens, we need to think critically to distinguish right from wrong. With this in mind, a programme aimed at providing youths with the ability to analyse current affairs will take place this summer. Youth in Legco - Certificate Course for Youth Community Leaders, organised by the Hong Kong Federation of Youth Groups, will include leadership training, workshops and forums this and next month. The workshops and forums, which will take place in Kowloon City, will focus on introducing how the Legislative Council functions and policy analysing skills. To promote a better understanding of Hong Kong's political structure, the participants will visit the Legislative Council building in Central. Participants will also be able to experience the working lives of legislators. They may have a chance to attend the conferences of political parties and residents' meetings. At the end of the programme, participants will each need to hand in a thousand-word essay on the topic of 'reflection on legislators' work'. Participants who finish the course with a higher than 80 per cent attendance record will receive a certificate.
