The High Court ruling last week against the Wan Chai reclamation project will discourage further reclamation for commercial or residential use and may reduce future land supply, analysts say.
Reclamation projects in southeast Kowloon and Central are set to be deferred or revised after moves by the Society for the Protection of the Harbour to halt the Wan Chai North reclamation project under the Protection of the Harbour Ordinance.
Winston Chu Ka-sun, chairman of the Society for the Protection of the Harbour, said he was preparing to intensify legal action against reclamation plans in other areas to preserve Victoria Harbour as much as possible.
'I am drafting a letter to Tung Chee-hwa, the Chief Executive, to review all reclamation programmes. He has the responsibility to clarify whether the plans comply with the laws.'
'I now have two sharp weapons - the Protection of the Harbour Ordinance and the court verdict.
'I am ready to open more files to handle the reclamation in southeast Kowloon and Central in case the government takes no action. I had to fight for eight years to safeguard Victoria Harbour and I am prepared for another eight years,' he said.
