Laying down the Basic Law

The government's criteria for carrying out consultation:

The Hong Kong government has the duty to implement Article 23 of the Basic Law.

A thorough consultation will be conducted.

The consultation will be based on the foundation of the legislative work already done.

No time limit will be set for the consultation. The Bills Committee will discuss the consultation paper once it is made public.

The schedule of the legislative process will depend on the progress of the consultation.
