I REGRET that the report ''Drop-in centre cash plea'' (South China Morning Post, August 20) may not have clearly reflected the real picture of the situation. In fact, the report came from a press conference organised by Hong Kong Family Welfare Society on August 19. The press conference was held to promote the publication Self-Help Resource Book for Single Parents, sponsored by the Zonta Club - Hong Kong East. The Resource Book is free of charge, and is now ready for distribution. Following the rapid social changes in Hong Kong, the divorce rate continues to increase sharply, and family problems become more diversified and complicated. In order to better maintain the family functionally, as well as to render early intervention to families, particularly single-parent families to avoid further break-down, the society established a Family Resource Centre at Tuen Mun in 1988. This centre is in the form of a twin project, combining a family drop-in and a single-parent family service unit. The centre adopts a special design to provide an open-door service, with a warm, welcoming and relaxing atmosphere. It runs programmes to the families in the community and also provides tailor-made programmes to single parents and their children. The Social Welfare Department recognised the services offered by the centre, especially its non-stigmatised setting and the ''Integrated Approach''. However, due to limited resources and the matter of priority setting, the department has not been able tosupport the centre in concrete terms, yet the centre has been recommended to search for funding from other resources. Now it is funded by the Community Chest. In view of the effective outcome of the service model, it is very necessary to introduce the drop-in corner in Family Service Centres for preventative reasons. We appreciated the Director of Social Welfare's view about the need of services for families and the importance of strengthening families to support individuals. However, we would like to see that there will be a more flexible application of resources inthe subvention system and that the department's commitment to families can be actualised in real terms as early as possible.
