HONG Kong needs a long-term medical policy that includes protection of patients' rights, a social group said yesterday.

The Hong Kong Patients' Rights Association said the Government should increase the health budget and stick to the present system of charging. It feared that if fees were hooked to medical costs, they could rise uncontrollably.
