I refer to the letter 'The right to criticise' (October 14).

In this letter, Helen Ma asks what the relevance is of Emily Lau Wai-hing's condemnation of Chief Executive Tung Chee-hwa to her actions in Taiwan?

One of the criticisms that Ms Lau levelled at the chief executive in her original article in the South China Morning Post was his 'failure to engage the public in the policy decision-making process'.

Ms Lau reportedly said at a conference in August in Taiwan that the people there had the right to decide on their own about Taiwan's independence.

On this crucial question of independence, Ms Lau as a Legco member had never engaged or consulted the public before or after her trip to Taiwan. Taiwan was never part of her election platform.

Since returning from Taiwan, she has refused to elaborate on this position. She has also refused to make public the text of her speech.
