Recent events have begun to prove that the calm and steady hand of Chief Executive Tung Chee-hwa has steadied Hong Kong's ship and is guiding it to safe harbours.

His detractors may say he is indecisive. Yet amid the storm generated by the Asian financial crisis, wars in Afghanistan and Iraq that have divided the world, and Sars, it is not a loud, aggressive leader but the steadfast guidance of Mr Tung that will prove to be the winner.

And what a win it will be. Having won the trust and support of the Chinese leaders, China-initiated programmes like Cepa will bring enormous benefits to Hong Kong. Mr Tung's steadying of real estate and the economy has led to a return to confidence among Hong Kong people. His increased attention to environmental concerns, such as relocating sewage discharge from Victoria harbour, has allowed for cleaner waters and the return of marine life.

These victories will almost certainly turn into a flood in the coming years. I, for one, loudly proclaim: well done, Mr Tung.
