More promotion of mini-constitution needed: NPC deputy
A Hong Kong deputy to the National People's Congress is to propose a review of the enforcement of the Basic Law in Hong Kong during meetings of the NPC next month.
Peter Wong Man-kwong said it was an appropriate time to carry out such a review in light of the rising aspirations of Hong Kong people for political reform.
He said he planned to raise the proposal at the annual meeting of the NPC, which are due to start on March 5, and might put forward a bill to the mainland's top lawmaking body if he managed to secure the support of 29 deputies.
Mr Wong said the review, which should start as soon as possible, could cover the pace of democratic reform and the relationship between executive authorities and the legislature in Hong Kong.
'My proposal aims at enabling the central government to get a better understanding of Hong Kong people's sentiment on the constitutional review and let the Hong Kong community learn Beijing's positions on the issue,' Mr Wong said.
Issues such as whether no-confidence votes on principal officials in the Legislative Council were inconsistent with the Basic Law could also be explored, he said.
