Virtually all city officials are merchants with 'red caps', Xinhua probe finds
Party and government leaders in Anhui's Wuhu city are snapping up jobs in the business sector in droves, although the practice is forbidden by the Communist Party, according to a Xinhua investigation.
'The phenomenon of 'red-cap merchants' has become an industry practice in Wuhu,' it said.
'As our reporters discovered, virtually all leading members of the Wuhu Communist Party, the Wuhu municipal government, its finance departments, construction department ... and the city's development zone offices are all merchants with red caps.
'Such double identities have now become a 'must-have' for local cadres.'
While the practice is not confined to Wuhu, it is unusual for the state-run news agency to have singled out the city.
