A green solution for defunct computers

According to various reports, Hong Kong is facing a serious pollution threat as more computers become old and obsolete. 
Improper disposal of such products is harmful to our environment. 
As a small territory, it is very difficult to find a suitable place for dumping.
In addition, because these products contain heavy metal, such as lead and mercury, if they are not reused or treated properly, the release of toxins would be harmful to all.
To reduce the dumping of these goods, we have initiated a Return of Used Computers campaign. 
All items you return will be treated carefully and in an environmentally friendly way. 
Models that can be reused, after repair, will be sold to second-hand suppliers.
Items that cannot be reused will be dismantled and the parts sold off or returned to recycling plants.
For each used computer (except broken or incomplete items, and models below 586 specification) you return to us, we will donate $10 to The Society for the Relief of Disabled Children at the Duchess of Kent Children's Hospital.

Cable Television at Siena Two, Discovery Bay

My apologies for taking this route but it seems to be the only suitable way to obtain some information.
Last August, when I purchased a property in Siena Two, Discovery Bay, I was informed that access to cable television was imminent. 
Every time I have made enquiries [to Hong Kong Resort Company] about when this service will be installed I have been told 'in two months' or 'it's up to the cable company'. 
I have also asked Cable TV and each time they tell me that it is not up to them but the Discovery Bay developer. 
The building appears to already have a connection in each apartment and the connection to cable was certainly one of the selling features. 
The response to my last enquiry to HKR was that the cable TV company had to put in the cable. 
Am I now to believe that HKR built the properties and installed the connections without any cable to the properties.
 And that this presumably now requires roadworks?
