Activist sues over 'unfair polls'

A HUMAN rights activist is to sue the Government for what she claims is an ''unfair electoral system'' which breaches of the Bill of Rights.

Lee Miu-ling, a member of the United Ants human rights group, yesterday applied to the Legal Aid department to cover her costs in the court battle.

Ms Lee claims the functional constituency elections violate human rights and the principle of universal suffrage.

''All people should have equal rights under the law,'' she said.

''But our election laws are obviously violating this principle since a significant proportion of the members in the Legislative Council were elected by only a small sector of society.'' United Ants spokesman Ko Ping-chung said: ''Functional constituency elections are based on a very limited franchise. For example, two people are elected to Legco from the legal constituency, which is made up of 2,000 to 3,000 people, while in district elections one Legco member is elected by 100,000 people.

''In commercial constituencies, it is not even based on individual votes. Corporate votes are cast by companies.
