THE New Airport and the North Lantau Development Environmental Impact Assessments (EIA) contain a number of environmental mitigation measures which were accepted by the Government.

Unfortunately the long on-going and blatant non-implementation of some of these measures does suggest that there are problems with compliance and monitoring.

Tung Chung Bay has been turned into a dust-bowl.

Clouds of dust not only hover over the Chek Lap Kok New Airport site, but also disperse far away. Up to 21/2 kilometres east of Chek Lap Kok, vegetation on the slopes of Por Kai Shan mountain range is covered in thick yellowish dust.

The EIA provides for dust suppression, which could easily be achieved by water spraying the sites affected by excavation and dumping.

Yet the debris is not being sprayed anywhere on Chek Lap Kok and the construction of the new airport continues to proceed behind a dust-screen. Could the relevant authority please take steps to clear the air? Just across the Chek Lap Kok channel is the cement batching plant for the North Lantau Development (NLD). Inexplicably, the very large quantities of cement used at the plant are not delivered in purpose-built containers, but in 45 kilogram plastic-lined paper sacks.
