I refer to 'Democracy is not just about voting' (April 1).

Joseph Wong seeks a system that ensures 'the best person gets elected' and 'a mechanism to channel public opinion to that person during his or her term'. He also asks the democratic camp to tell us its 'visions for full democracy beyond mere universal suffrage'. A supporter of the camp, I will reply. First, a dictionary definition of democracy: 'A form of government in which political power resides in all the people and is exercised by them directly or is given to elected representatives'. Suffrage: 'The right or privilege of voting'.

My vision of democracy in Hong Kong, therefore, is the universal application of suffrage to elect representatives to Legco for a fixed term, say four or five years. A majority of these representatives would elect the chief executive. Between elections, public opinion could be channelled to them by phone, fax, e-mail, face-to-face meetings, petitions - even peaceful demonstrations.

Mr Wong says 'universal suffrage is but one kind of democratic system'. I would be pleased to hear of others. I also welcome his definition of 'full democracy'.
