In writing a proposal, you must have a title that states clearly what the proposal is all about.

The introduction should give the background - what are the problems and the objectives of the proposal.

Your proposal should be clearly presented and well organised, preferably with headings and subheadings, detailing what should be done, why and how it can be done well. It is better to end your proposal with a prediction saying that if it is adopted, things will change for the better.
