In writing  a proposal, you must have a title that states clearly   what  the proposal  is all about.

The introduction  should give the background - what are the problems   and the objectives of the proposal.

Your proposal should be clearly presented and well organised, preferably with headings and subheadings, detailing what should be done, why  and how it can be done well. It is better to end your proposal with a prediction saying that if it is adopted, things will  change for the better.

You are Chris Wong, the chairperson of the student union at Hong Kong College. The principal wants to organise a campaign to save electricity. He has asked you to make a proposal. You  should follow  this outline:

Proposal on Hong Kong College Save Electricity Campaign

Last year we spent an average of $7,200 on electricity charges per month.

As a result, we have less money to fund extra-curricular activities or to improve the conditions of our school building. This year we shall try to save as much money on electricity as possible.

This is important because the cost of electricity  rises every year.

Aims

The school has decided to organise a Save Electricity Campaign from October 2004 to June 2005. This campaign has two main aims. The first aim is to save money,  while the second    is to educate  students about the need to be careful with the sources of energy in the world.

Regulations

In order to make the campaign successful, students have to observe the following regulations which are meant to help  save electricity.

(a) Make use of natural light during the day and avoid using electric lights.

(b) Keep the windows and doors of the laboratories closed while the air-conditioning is on.

Electricity Prefects

A team of electricity prefects will be formed by two students elected from each class. These  prefects will act as the leaders of their classes  during the campaign. They will also make sure that the regulations  are followed.

The first time students are caught breaking the regulations, the prefects will give them a warning.  If they break the regulations  a second time, however, the prefects will  give  their names to the school discipline teacher, who will then ask them to explain why they  disobeyed the regulations.

Prizes

At the end of each month,  the  class with the best record for following the regulations will be given a prize. It is a cash coupon of $10,000 donated by Mr A. Yiu  to buy reference books.

Conclusion

If the proposal is adopted and all students support this campaign, we can reduce our electricity bill by more than 50 per cent. The money saved can be used to hold more extra-curricular activities and improve the conditions of our school building.
