A select committee investigating the government's handling of the Sars outbreak has apologised for the leaking of confidential contents of its draft report.
But it said internal investigations failed to identify the culprit.
In a special report submitted to the legislature, the committee said: 'The chairman, on behalf of the committee, offers his apologies to the Legislative Council and the persons who may have been affected.'
The committee, chaired by Democratic Party legislator Law Chi-kwong, would take responsibility and do its best to avoid a repeat, the report said.
An internal investigation to find the informer questioned the 11 committee members, their assistants, staff of the Legislative Council Secretariat, and workers from PCCW, who provided recording services to Legco.
All the committee members and their assistants denied leaking the report's contents, and signed declarations.
