A United States commission has proposed giving US$5 million to a California start-up which helps mainland internet surfers skirt government censors. Using technology developed by a Chinese American, the commission hopes to provide unfettered internet access to two million people on the mainland.
'We think that the free flow of information is critical not only to market opening but also to political reform,' said Richard D'Amato, vice-chairman of the China Economic and Security Review Commission.
