Q Should the super-jail project be scaled down?
Before billions are spent on a super-prison, perhaps the administration could share its comments with the public on the following points:
Would a faster deportation of criminals back to the mainland reduce the suggested area of 80 hectares? After all, a major percentage of the prison population is criminals from the mainland.
One of the reasons for the super-prison is to free prime sites for redevelopment. Why is the proposed location again a waterfront site?
If existing facilities are too small and reclamation is considered necessary in any case, why not reclaim land in front of one existing site? At least it would save $1 billion for a bridge.
Has private-sector participation been considered for construction and operation of this facility, as is the case in other countries?
