Chief Secretary Donald Tsang Yam-kuen yesterday said demands expressed by the public during the July 1 demonstration would be taken into account in the final proposals for constitutional reform.

'We are listening to views from different sectors, and we keep an open mind ... The views we gathered would reflect the general public's views, including their feelings expressed after July 1,' said Mr Tsang.

He was speaking after a government forum to solicit views from district councillors and rural leaders on the direction of reform in the system to elect the chief executive in 2007 and the legislature in 2008.

He said that society remained divided on what reforms should take place.

A series of similar forums will be held before the end of the consultation period in September.

Meanwhile, a tycoon known for his repeated attacks towards universal suffrage yesterday said people could 'go north' if democracy ruined Hong Kong.
