Is there any hardware and software that will accept a stereo analogue audio input and make an MP3 file so that I can convert audio cassettes to a computer-usable form?

This should not be difficult and it can be done for almost nothing.
Assuming you have some kind of cassette player, a Walkman or a stereo system already, all you need is a cable to connect to line-out to your computer. If you have a sound card in the desktop, there should be a line-in or headphone jack on the end of the card.
If you have a notebook computer with built-in sound capacity, which any model made in the past few years will have, it is even easier. All you need to connect the two is a cable, and you may already have one that came with the cassette player.
