HONG Kong's top town planner, Ted Pryor, has called for a better co-ordinated approach to infrastructure development in the Pearl River delta.
With some adaptations, the strategic planning process used in Hong Kong could be employed, he said.
''The accomplishments so far achieved in the Pearl River delta are impressive but there are now clear indications of a need for preparation of a broad planning and institutional framework to provide a basis for better co-ordinated approach,'' the principal government town planner told the INTA 17 - New Town Experience Joint Conference.
Mr Pryor said: ''It is apparent that while Hong Kong and the wider region it serves in China operate under two distinctly different systems, the economic linkages between them are very strong.
''China's bold open-door policy has prompted accelerated growth in the region, bringing with it a mixed range of benefits and problems.
''A strong momentum of development has been established . . . that will produce an urban transformation of huge scale, requiring substantial investment in the development of new infrastructure.
