PORTUGAL are being targeted to make their Hong Kong Sevens debut. The Hong Kong Rugby Football Union are understood to be considering sending an invitation to the Portuguese as replacements for Italy. The Italians have turned down an invitation for next year's event. Should Portugal attend the Sevens, they are unlikely to be seeded above the second-tier Plate event. Next year's tournament promises to be one of the strongest ever with three Five Nations teams - Scotland, Ireland and France - confirmed in the line-up. Wales have yet to reply while England have once again turned down their invitation. The traditional powers from the southern hemisphere, Australia, New Zealand, Fiji and Western Samoa, will also attend the 19th tournament in March.
