The former airport site could house a cruise terminal even without reclamation being carried out, according to a government planning consultant.
Iris Tam Siu-ying said the only difference reclamation would make would be to offer flexility to allow further expansion.
'If there isn't any reclamation, the cruise ships can be parked at the existing airport runway. But the terminal may not have room for expansion in the future,' she said.
The government announced plans late last year to develop a new cruise terminal at the 31.6-hectare site in southeast Kowloon with a museum and hotel.
Some 9.7 hectares were intended to come from harbour reclamation work, with the aim of finishing the project in 2009.
But a Court of Final Appeal judgment in January, which restricted reclamation in Victoria Harbour, means the development plans of the area need to be reviewed.
