Leesa Youl of Mid-Levels wants to know why a lift for the handicapped at Citibank Plaza, Central, is always locked.

'I am grateful to the Leisure and Cultural Services Department for their efforts to make Hong Kong Park accessible to the disabled and parents with strollers,' she writes.

'Unfortunately, these efforts are somewhat spoiled by the Citibank Plaza, which adjoins the park and keeps its disabled lift locked at all times. For disabled people or parents with prams accessing the Citibank building from Hong Kong Park, there is no one to approach for assistance on that level.

'Surely, it defeats the purpose of having a disabled lift, if it is locked. I would like to know (a) why it is locked; (b) how parents with strollers and disabled people are supposed to pass from Hong Kong Park through the Citybank building; and (c) whether keeping the lift locked and essentially inaccessible is consistent with the Disability Discrimination Ordinance.'

After being contacted by Take Action, Citibank Plaza's management company, Great Eagle Properties, acknowledged it posed a problem for the disabled approaching from the pedestrian footbridge across Hong Kong Park. It is now planning to post a large sign with a help hotline number at the entrance to the lift.
