Rebel lawmaker coy about plans to embarrass chief executive

Tung Chee-hwa has been promised an embarrassing challenge from legislator 'Long Hair' Leung Kwok-hung during the chief executive's first question-and-answer session of the new Legco term on Thursday.

Mr Leung, who used to shower Mr Tung with slogans from the Legislative Council's public gallery, yesterday vowed to give him a 'special treat'. But he refused to disclose the details, saying advance reports would foil his plot.

A protester-turned-lawmaker, Mr Leung stunned guests and dignitaries at the official National Day reception this month.

During the proceedings, he took off his coat to reveal a T-shirt emblazoned with words criticising the Communist Party regime and calling for vindication of those killed in the Tiananmen Square crackdown.

Mr Tung, who was delivering a speech  at the time, was interrupted several times by his chorus of slogans.

Mr Leung said that when given a chance to ask a question in  Legco this week, he would demand the chief executive step down for what he called poor leadership over the past seven years.

'I will ask him whether he was sleeping well after bringing chaos to Hong Kong under his rule in the past seven years. Of course, I will ask for his resignation as usual,' Mr Leung said.

The Chief Executive's Office could not be reached for comment last night.

Confederation of Trade Unions legislator Lee Cheuk-yan said he had no pressing questions to put to Mr Tung on Thursday, knowing many new faces were keen to steal the limelight in the first session.  'Let's give Long Hair the opportunity to ask questions first. He is going to take centre stage in the first question time, anyway,' he said.

In the first full sitting tomorrow, Chief Secretary Donald Tsang Yam-kuen will outline a programme of government bills scheduled for the current legislative session.

Lawmakers are to pose a total of 20 spoken and written questions. Topics will range from new investment initiatives for mainland enterprises in Hong Kong to the latest controversy over the playing of the national anthem ahead of the main evening Chinese-language TV news broadcasts.
