Corporate voting in functional constituencies should be replaced by individual voting, a senior official has proposed in a submission to the government taskforce on constitutional development.
The submission, signed by 'M.J.T. Rowse' also suggests expanding the Legislative Council from 60 to 70 seats. The initials are the same as those of the director-general of InvestHK, Mike Rowse.
Mr Rowse of InvestHK could not be reached last night, but a government source said the submission was from him.
The submission proposes giving the vote to individuals rather than institutions to enhance the representativeness of the trade-based elections.
'For example, a registered charity has only one vote. Could the vote be given instead to all its trustees, or all executive committee [members], or even all its employees?'
He also supports an expansion in the size of the Election Committee which selects the next chief executive, beyond the existing 800 members.
