LIBERAL Party chairman Allen Lee Peng-fei said Governor Chris Patten's latest offer to China was not an attempt to set pre-conditions for future negotiations.
He said yesterday he did not think Mr Patten's insistence on the three issues would hamper the progress of the talks.
Mr Patten said last week that he was willing to split talks on the 1994 and 1995 elections if China agreed with him on the issue of the voting age, voting method and the district board and municipal council elections.
Mr Lee said it was not difficult for China and Britain to reach a consensus on the three issues if the two sides were willing to achieve a positive outcome.
Chinese officials responded that Mr Patten should work in accordance with the ''three accords'' - the Joint Declaration, the Basic Law and previous diplomatic agreements between the two countries on the three issues.
