Finally, the government-advisory Harbour-front Enhancement Committee  has come up with a list of fundamental principles to guide community aspirations for any future planning. Yee-hah!

Some seem to contradict others, though.

Principle 1: Preserving Victoria Harbour as a natural, public and economic asset. Read: Pollution allowed, but  don't  make it a cesspool.

Principle 2: The harbour is Hong Kong's identity. Read: We haven't a clue who we are.

Principle 3: An accessible harbour. Read: Reclamation.

Principle 4: A vibrant harbour. Read: More reclamation.

Principle 5: Maximising the harbour-front for public enjoyment. Read: Sell it to big business.

Principle 6: Integrated planning for a world-class harbour. Read: Sell it to the biggest developer (like the West Kowloon cultural hub proposal).

Principle 7: Sustainable development of the harbour. Read: Hire a greenie as a consultant.

Principle 8: Early and ongoing stakeholder engagement. Read: Hire a few more greenies.



Harbouring suspicions
