Chief Executive Tung Chee-hwa returned to self-criticism yesterday, saying that there were inadequacies in his administration.
On RTHK's Letter to Hong Kong, Mr Tung also compared Hong Kong to a yacht, which now sails with less difficulty.
'The government's administration definitely has a lot of inadequacies. We are to proactively respond to people's demands,' he said.
During his policy address last Wednesday, Mr Tung delivered a six-paragraph self-criticism. He said he and his team had been indecisive in dealing with emergencies, lacked a sense of crisis, political sensitivity and the capability to cope with political and economic changes.
Meanwhile, members of his cabinet elaborated on the policy address yesterday.
Secretary for Economic Development and Labour Stephen Ip Shu-kwan said about 100,000 jobs would be created in the coming year.
