Thirteen minor projects have been started and the redevelopment is scheduled for completion by 1997.
Overcrowding has been cut by eliminating camp beds and moving 487 patients to other hospitals.
Mrs Wong said measures had been taken to strengthen the morale of hospital staff, including increasing the training budget from $280,000 in 1992/93 to $500,000 this year.
Nursing staff have complained that more than 50 of the hospital's 380-odd nurses had applied for transfers, but Mrs Wong said the application rate was comparable with other hospitals.
