Forged cement tests denied

THE managing director of a construction material company and his assistant sales manager have been accused of conspiring to utter forged cement test certificates to defraud the Government's Housing Department.

Fong Fu-chung, 35, and Wu Chak-sum, 29, have denied the joint charge of conspiracy and another count of conspiracy to defraud their customers by forging cement test certificates.

Prosecutor David Fitzpatrick told the District Court that Fong was the managing director of Hon Wah Construction Material Company, which supplied cement to Wan Chung Construction, the main contractor on a government housing project at Tsz On Estate.

Judge Lugar-Mawson heard that Wu was the assistant sales manager responsible with Fong for arranging cement tests.

Counsel said statutory building regulations existed to ensure materials used in construction were of the proper quality and standard.

Samples of materials were regularly tested by independent laboratories, the results being contained in written test reports.

Mr Fitzpatrick said such reports may be required to be submitted by the building contractor to the Hong Kong Housing Authority.
